Strange things are brewing in Springwood!

I got to thinking today when I was watching the movie and to be honest, that is never a good thing. I started thinking about something that may have made the movie a little better.
I mentioned this before but it would have been nice if they were able to explain why they came up with the plan to contain Freddy. Why was this their plan and was it a last resort plan? Why did the town all of a sudden care after 60-odd people died at Freddy’s hand? What plans did they try before they settled on forgetting about him? That is what I would like to know, the failed plans on defeating Freddy.
Containment
Remember this, fear gives Freddy power as long as someone fears Freddy he will always come back, and never die.
I feel like the town didn’t try anything substantial until that four-year gap between Freddy’s seventh death and his return. Who’s to say he wasn’t always around in Springwood waiting? Maybe Freddy was confined to one specific location while the town worked on their plan to erase him from history. I wonder if he wasn’t spending time toying with those in the D wing at Westin Hills and that was how they managed to contain him. Given how Freddy is, he could have easily got bored toying with those in the D wing when the thrill was gone. It also could be possible that in the dream realm they never fully acknowledged him as a true threat due to their comatose condition.
Containing Freddy to the D wing is like presenting Freddy with a gift that just keeps coming. Is it possible that the D wing was sacrificed to Freddy? It was like the town was dangling a carrot to distract Freddy while they worked on the real plan. If the kids are locked in an asylum, it is a lot easier to “overdose” them to serve up to Freddy. Nobody will care about a kid dying in Westin Hills because they were served up for the greater good of the town.
Wow, that’s dark and highly plausible.
Freddy eventually grows tired of being contained to just Westin Hills and the hunt is no longer fun, so he is forced to search Hell to make a full return outside the walls of Westin Hills.
